CONTEXT AND RATIONALE

Agroecology is at the core of the EU’s research and innovation (R&I) agenda for agriculture, forestry and rural development under Horizon Europe (2021-2027). In this context, agroecology is being promoted as an approach with potential to accelerate the transition towards an agricultural sector that is fit to meet the targets and challenges in relation to climate change, biodiversity loss, food security and sovereignty and the environment, while ensuring a profitable and attractive activity for farmers. R&I constitute important tools to encourage the adoption of agroecological principles in various farming models, including organic farming, and to benefit from their achievements.

The SCAR working group on agroecology (SWG-AE) started in 2021 in order to define a research and innovation general framework enabling a trajectory towards sustainable agri-food systems grounded on agroecology principles at EU level. During its first mandate, the SWG-AE created a new community on agroecology R&I at the EU scale. The SWG-AE conceived the proposal for the ongoing Horizon Europe Partnership ‘AGROECOLOGY’ (“Accelerating Farming Systems Transition: Agroecology Living Labs and Research Infrastructures’’) as well as the Partnership’s Strategic Research and Innovation Agenda (SRIA).

During its second mandate, the SWG-AE will continue feeding the European vision and propositions on agroecology R&I by interacting with and complementing the AGROECOLOGY Partnership, and by producing specific deliverables on selected areas, while avoiding any duplication with the AGROECOLOGY Partnership. A particular focus will be given to comprehending the diverse approaches to the implementation of agroecology across the EU Member States and countries Associated to Horizon Europe.

Mission of the SCAR AE

MISSION

The SWG-AE supports R&I policy development for agroecology at national, EU and international levels by:

  • Offering a platform for continuous strategic discussion between the EC, EU Member States (national and regional levels) and Associated Countries as well as stakeholders on priorities in research and innovation for agroecology.

  • Interacting with the AGROECOLOGY Partnership to strengthen conceptual, methodological and practical frameworks on agroecology.

OBJECTIVES

The SWG-AE addresses R&I issues relating to the agroecology transition that has to be considered across the entire agri-food system, from the use of resources to the final products, taking into account the evolution of food practices and diets, with a focus on the trajectories towards sustainable, healthy and attractive agricultural systems in the EU.

The SWG-AE aims to conduct reflection on agroecology-based agri-food systems within the conceptual framework referred to as Safe and Just Operating Space (SJOS), that takes into account planetary boundaries that must not be transgressed (SAFE) and socio-economic limits that must be respected (JUST).

The SWG-AE stimulates inter SWG discussions and interactions on shared topics with all relevant initiatives including those engaged by other SWGs.

Five themes have been identified for the SWG-AE second mandate:

  • Theme 1: Updating performance measures and impact assessments of agroecological food systems.

  • Theme 2: Evaluation and public policy, including hidden costs and benefits, links to the "true costs".

  • Theme 3: Agroecology professions, work organisation and attractiveness.

  • Theme 4: Knowledge and innovation systems for large-scale adoption of Agroecology.

  • Theme 5: Agroecology in the World.

EXPECTED OUTCOMES

  • Producing position papers to feed in the FP10 and beyond.

  • Providing recommendations to the Partnership Agroecology; suggesting and identifying specific areas that need more support or to be considered.

  • Enhancing the participation of regions and nations that are not already involved in the Partnership Agroecology by bringing in their developments and interests.

  • Continuing the engagement from existing Member States to maintain their commitment and contribution to the Partnership's long-term objectives and strategic alignment.
